Progression in Mistria is more tangled than it looks. Mining gates romance, the town rank gates the Saturday Market, and several buildings that look broken were never meant to be repaired.

The final town repair quest. Needs Diamond 90 and a Dragon-Forged Core.

Do you need to finish the mines to get married?
Yes. Floor 100 unlocks the quest chain that leads to the ring, and there is no way around it.

Is the town repair storyline finished in 1.0?
The questline can be completed, but the lighthouse and two other spots still cannot be fixed.
